D.C. Mayor Muriel E. Bowser’s $21 billion budget proposes significant program cuts and tax hikes to address a $4 billion budget hole over the next four years, including a $700 million shortfall this year. The budget includes $500 million in program cuts this year, elimination of the Circulator bus and the Early Childhood Educator Pay Equity Fund, and a sales tax increase phased in starting in October 2025.
